New release notes: isic(4) support for Compaq Microcom 610 ISDN, fbtab(5)

globbing, rcmd(3) uses ${RSH}.

MFCs noted:  sysinstall(8) can load KLDs at install-time.

Fix typo for isdnphone(8).
