MFp4 @229482:

- Limit bpf descriptor in unprivileged process to CAP_POLL_EVENT, CAP_READ and
  allow for SIOCGIFFLAGS, SIOCGIFMEDIA ioctls.
- While here limit bpf descriptor in privileged process to only CAP_WRITE.
