Only include bsd.dep.mk in `mk'files that handle C sources. Abuse

bsd.obj.mk instead of bsd.dep.mk for defining the _SUBDIR target
and a default tags target.  Abuse bsd.obj.mk for defining default
cleandepend and depend targets.
