Merge from projects/mips to head by hand:

  Merge the siba bus device.  This was moved from mips to dev because
  siba bus can be in other architectures, like ARM.

MFC r202056:
  Move this to the right location.  Grump.

MFC r202057:
  This was somehow copied to the wrong place :(.  Remove the spare copy.
