suidperl is now always built and installed on the system, but
with permissions of 511. If you have applications that use
this program, you are now required to add ENABLE_SUIDPERL=true
to /etc/make.conf. If you forget to do this,
chmod 4511 /usr/bin/suidperl
will fix this until the next build.
