pf tests: Basic ioctl validation

Basic validation tests for DIOCRADDADDRS, DIOCRDELADDRS, DIOCRSETADDRS,
DIOCRGETADDRS, DIOCRGETASTATS, DIOCRCLRASTATS, DIOCRTSTADDRS,
DIOCRINADEFINE, DIOCXBEGIN and DIOCXROLLBACK.
