fb: Remove some unused ioctls

6d1699583d added the FBIOGXINFO,FBIOMONINFO and FBIOPUTCMAPI/FBIOGETCMAPI
ioctls and said that implementation in driver will come later.
Since it was in 2001 I think we can remove this.
