initramfs: Fix legacy mountpoint rootfs

Legacy mountpoint datasets should not pass `-o zfsutil` to `mount.zfs`.
Fix the logic in `mount_fs()` to not forget we have a legacy mountpoint
when checking for an `org.zol:mountpoint` userprop.
