Allwinner: Add clock driver for ccu_sun8i_r
SUN8I and SUN50I (H3, H5, A83T and A64) have a second clock controller unit. It controls the clocks for the second gpio controller, the IR controller etc ... Support for A83T is not supported. Tested On: OrangePi One, Pine64
