This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.
Boy, I'm glad we're not using sup anymore. This update would have been
insane otherwise.
- Add the .PHONY, .PARALLEL, and .WAIT directives
- Added the -B and -m commandline flags
- misc. man page cleanups
- numerous job-related enhancements
- removed unused header file (bit.h)
- add util.c for functions not found in other envs.
- and a few coordinated whitespace changes

Documented PWD. MACHINE and MAKEOBJDIR are are still undocumented
except in main.c. I will be changing MAKEOBJDIR back to its old
behaviour so that the comment in main.c actually applies.
