Add and move declarations to fix all of the warnings from `gcc -Wimplicit'
(except in netccitt, netiso and netns) and most of the warnings from
`gcc -Wnested-externs'. Fix all the bugs found. There were no serious
ones.

And fix some more compiler warnings. Then give up. /sys/net* is FULL of
bogus code! And besides, Poul's doing this already.. It's just that
fixing compiler warnings is sort of like eating potato chips.. :-)
