70dd0b6188 Hmm, silly me. I should have read what everything else was doing. 
The initial/lock devices for cua are owned by uucp.dialer as well.

Also, remove redundant chmod on si_control

03c0fb69f3 fix a type in the rulesets

996e39f3e9 added two new files: allowed_domains.txt and allowed_ips.txt. 
domains/ips listed in these files are *NOT* filtered,
	even if listed in domains.txt or ips.txt.

	someone added netcom.com to the domains.txt file,
	resulting in all mail from netcom.com being blocked.
