Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
Still need to add real targets under targets/ to build packages.

libcompat. It has been documented as "obsolete" since 4.3BSD, and its
use has been discouraged in the man page for over 10 years.

The Id line is normally at the bottom of the main comment block in the
man page, separated from the rest of the manpage by an empty comment,

This removed the last show-stopper from tar not working with remote
archives.
Now I know that there was talk of moving it to the release/Makefile or the
etc/Makefile, but I don't think it was ever decided where.
