ccfb965433 Add META_MODE support.
Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.

Still need to add real targets under targets/ to build packages.

51483c42ed Fix atmconfig compilation when MK_ATM == yes and MK_BSNMP == no
Makefile.inc1:
Always compile gensnmptree with bootstrap-tools when MK_BSNMP != no
instead of depending on a potentially stale tool installed on the build host

sbin/atm/atmconfig/Makefile:
- Always remove oid.h to avoid cluttering up the build/src tree.
- Consolidate all of the RESCUE/MK_BSNMP != no logic under one
conditional to improve readability
- Remove unnecessary ${.OBJDIR} prefixing for oid.h and use ${.TARGET} instead
  of spelling out oid.h
- Add a missing DPADD for ${LIBCRYPTO} when compiled MK_BSNMP == yes and
  MK_OPENSSL == yes and not compiling for /rescue/rescue

sbin/atm/atmconfig/main.c:
Change #ifndef RESCUE to #ifdef WITH_BSNMP in main.c to make it
clear that we're compiling bsnmp support into atmconfig

1efe3c6b58 Add missing static keywords for global variables to tools in sbin/.
These tools declare global variables without using the static keyword,
even though their use is limited to a single C-file, or without placing
an extern declaration of them in the proper header file.

e4372ceba0 Remove netatm from HEAD as it is not MPSAFE and relies on the now removed
NET_NEEDS_GIANT.  netatm has been disconnected from the build for ten
months in HEAD/RELENG_7.  Specifics:

- netatm include files
- netatm command line management tools
- libatm
- ATM parts in rescue and sysinstall
- sample configuration files and documents
- kernel support as a module or in NOTES
- netgraph wrapper nodes for netatm
- ctags data for netatm.
- netatm-specific device drivers.

2b851aeb63 Disconnect netatm from the build as it is not MPSAFE and relies on
NET_NEEDS_GIANT, which will shortly be removed.  This is done in a
away that it may be easily reattached to the build before 7.1 if
appropriate locking is added.  Specifics:

- Don't install netatm include files
- Disconnect netatm command line management tools
- Don't build libatm
- Don't include ATM parts in rescue or sysinstall
- Don't install sample configuration files and documents
- Don't build kernel support as a module or in NOTES
- Don't build netgraph wrapper nodes for netatm

This removes the last remaining consumer of NET_NEEDS_GIANT.

b8e19b78df Back the warnings down from 9 to 6, since that is the highest we have. If
we added a WARNS 7 level, it shouldn't be assumed this code will pass it.

ca0f4b1dba Add support for the examination and modification of the devices.
This is implemented through SNMP and requires the ilmi daemon to
run on the system. To prevent bloat in rescue the atmconfig for
rescue is compiled without this stuff.

5f4616cc9a The media info is printed with the -hardware option so there is no
point to write 'Media' in the table header for the -atm option.

16fc3635f7 Make NULL a (void*)0 whereever possible, and fix the warnings(-Werror)
that this provokes. "Wherever possible" means "In the kernel OR NOT
C++" (implying C).

There are places where (void *) pointers are not valid, such as for
function pointers, but in the special case of (void *)0, agreement
settles on it being OK.

Most of the fixes were NULL where an integer zero was needed; many
of the fixes were NULL where ascii <nul> ('\0') was needed, and a
few were just "other".
