Don't build .po's if NOPROFILE is defined.
Don't build .so's if NOPIC is defined.
Use ${ECHO} instead of `echo' so that `make -s' is fairly quiet.

First crack at making libc work with the new make macros. It compiles on
my machine, and a simple static (genassym) and shared (sysctl) executable
both work. Still to be done: RPCand YP merge.
