The Id line is normally at the bottom of the main comment block in the
man page, separated from the rest of the manpage by an empty comment,
like so;

If the immediately preceding comment is a @(#) format ID marker than the
the $Id$ will line up underneath it with no intervening blank lines.
Otherwise, an additional blank line is inserted.

etc., so that (this part of) `LIBOWN=... make world' can be run by users
other than root. Actually, use BINOWN instead of LIBOWN, since the files
that we install in /usr/libdata are not libraries, and LIBOWN is not
used for anything else in /usr/libdata.
Rewrote all the rules and cleaned up.
This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.
Boy, I'm glad we're not using sup anymore. This update would have been
insane otherwise.
