1de7b4b805 various: general adoption of SPDX licensing ID tags.
Mainly focus on files that use BSD 2-Clause license, however the tool I
was using misidentified many licenses so this was mostly a manual - error
prone - task.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

No functional change intended.

e550d65c85 Fixes to chkprintcap:
- Check the return from a call to malloc() in skim_printcap(), and
  return a NULL if that fails.
- Fix a small memory leak in main() that happens if skim_printcap()
  returns an error, including the new error-return of NULL.

ccfb965433 Add META_MODE support.
Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.

Still need to add real targets under targets/ to build packages.

5608fd23c2 Revert r267233 for now. PIE support needs to be reworked.
1. 50+% of NO_PIE use is fixed by adding -fPIC to INTERNALLIB and other
   build-only utility libraries.
2. Another 40% is fixed by generating _pic.a variants of various libraries.
3. Some of the NO_PIE use is a bit absurd as it is disabling PIE (and ASLR)
   where it never would work anyhow, such as csu or loader. This suggests
   there may be better ways of adding support to the tree. Many of these
   cases can be fixed such that -fPIE will work but there is really no
   reason to have it in those cases.
4. Some of the uses are working around hacks done to some Makefiles that are
   really building libraries but have been using bsd.prog.mk because the code
   is cleaner. Had they been using bsd.lib.mk then NO_PIE would not have
   been needed.

We likely do want to enable PIE by default (opt-out) for non-tree consumers
(such as ports). For in-tree though we probably want to only enable PIE
(opt-in) for common attack targets such as remote service daemons and setuid
utilities. This is also a great performance compromise since ASLR is expected
to reduce performance. As such it does not make sense to enable it in all
utilities such as ls(1) that have little benefit to having it enabled.

864c53ead8 In preparation for ASLR [1] support add WITH_PIE to support building with -fPIE.
This is currently an opt-in build flag. Once ASLR support is ready and stable
it should changed to opt-out and be enabled by default along with ASLR.

Each application Makefile uses opt-out to ensure that ASLR will be enabled by
default in new directories when the system is compiled with PIE/ASLR. [2]

Mark known build failures as NO_PIE for now.

The only known runtime failure was rtld.

43323a1d21 Add another level of checking to 'chkprintcap', which is done by
"skimming thru" the printcap file looking for some common mistakes that
people make.  These are the kinds of mistakes where the printcap file
probably looks correct to human eyes, but is wrong in some subtle way
which causes a problem in some queue definitions.  The program treats
these as "warnings" not "errors".
    Note that I'm flexible on the m.f.c. schedule, if people would rather
this waited until after 4.5-release.

c4d9468ea0 mdoc(7) police:
Avoid using parenthesis enclosure macros (.Pq and .Po/.Pc) with plain text.
Not only this slows down the mdoc(7) processing significantly, but it also
has an undesired (in this case) effect of disabling hyphenation within the
entire enclosed block.

90e655ea4e Perform a major cleanup of the usr.sbin Makefiles.
These are not perfectly in agreement with each other style-wise, but they
are orders of orders of magnitude more consistent style-wise than before.

06c779979a Use foo/bar.a' instead of -Lfoo -lbar' for linking to static internal
libraries so that `ld -f' in can create correct dependencies for
yet-to-be-built libraries.

Get the default BINDIR correctly (by including ../Makefile.inc recursively.
Override the default it it is wrong.

Don't override defaults when the defaults are correct.

4a1a0dbedb Mega lpd/lpd upgrade, part I:
- Get rid of a lot of the static variables which were shared by
  many routines and programs in the suite.
- Create an abstract interface to the printcap database, so that
  other retrieval and iteration mechanisms could be developed
  (e.g., YP, Hesiod, or automatic retrieval from a trusted server).
- Give each capability a human-readable name in addition to the historic
  two-character one.
- Otherwise generally clean up a lot of dark corners.  Many still remain.
- When submitting jobs, use the official login name record (from getlogin())
  if there is one, rather than reverse-mapping the uid.
