Add a man page for the devinfo command; I'd argue devinfo is the single
most useful new command added to FreeBSD 5.0, but maybe that's just
me :-).

Perform a major cleanup of the usr.sbin Makefiles.
These are not perfectly in agreement with each other style-wise, but they
are orders of orders of magnitude more consistent style-wise than before.
