Renumber cluase 4 to 3, per what everybody else did when BSD granted
them permission to remove clause 3. My insistance on keeping the same
numbering for legal reasons is too pedantic, so give up on that point.

Trivially capsicumize some simple programs that just interact with
stdio. This list of programs uses 'pledge("stdio")' in OpenBSD.

The cornercase is when printenv is passed a parameter in the form VAR=val,
where VAR=val exists in the environment. In this case, printenv would print a
spurious newline and returns 0.

Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
Still need to add real targets under targets/ to build packages.

executes in the usage() message and manual page. Use "utility" instead of
"command" in both places to emphasise that shell builtins etc. will not work,
and to be consistent with the terminology used by POSIX.

of the recent WARNS commits. The idea is:
1) FreeBSD id tags should follow vendor tags.
2) Vendor tags should not be compiled (though copyrights probably should).
3) There should be no blank line between including cdefs and __FBSDIF.
recommended option in the manpage, but the - option remains for
backward compatibility and is documented as such.

The $Id$ line is normally at the bottom of the main comment block in the
man page, separated from the rest of the manpage by an empty comment,
like so;

.\"
If the immediately preceding comment is a @(#) format ID marker than the
the $Id$ will line up underneath it with no intervening blank lines.
Otherwise, an additional blank line is inserted.
