Move some needed binaries/libs from FreeBSD-utilities to FreeBSD_runtime.
This is everything needed to boot to multiuser with FreeBSD-rc installed.

The default package use to be FreeBSD-runtime but it should only contain
binaries and libs enough to boot to single user and repair the system, it
is also very handy to have a package that can be tranform to a small mfsroot.
So create a new package named FreeBSD-utilities and make it the default one.
Also move a few binaries and lib into this package when it make sense.

Mainly focus on files that use BSD 2-Clause license, however the tool I
was using mis-identified many licenses so this was mostly a manual - error
prone - task.
The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.
These are no longer needed after the recent 'beforebuild: depend' changes
and hooking DIRDEPS_BUILD into a subset of FAST_DEPEND which supports
skipping 'make depend'.

This both avoids some dependencies on xinstall.host and allows
bootstrapping on older releases to work due to lack of at least 'install -l'
support.

Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
Still need to add real targets under targets/ to build packages.

Similar to libexec/, do the same with lib/. Make WARNS=6 the norm and
lower it when needed.
I'm setting WARNS?=0 for secure/. It seems secure/ includes the
Makefile.inc provided by lib/. I'm not going to touch that directory.
Most of the code there is contributed anyway.
preparation for 8.0-RELEASE. Add the previous version of those
libraries to ObsoleteFiles.inc and bump __FreeBSD_Version.

of this code. I very much doubt that "the FreeBSD way" really means "make
it as unreadable and unmaintable as possible", and I would like Makefile
style (which is not currently documented anywhere except in the minds of
bde and ru) to be discussed and agreed upon in the appropriate forum
before any further commits of this kind happen.
