Include evdev support and drivers in the amd64 and i386 GENERIC and MINIMAL
kernels. Evdev is used by X and wayland to handle input devices, and this
change, together with upcomming changes in ports will make us handle input
devices better in graphical UIs.

The loader tunable 'debug.verbose_sysinit' may be used to toggle verbosity.
This is added to the debugging section of these kernconfs to be turned off
in stable branches for clarity of intent.

only compile in those options in GENERIC that cannot be loaded as
modules. ufs is still included because many of its options aren't
present in the kernel module. There's some other exceptions documented
in the file. This is part of some work to get more things
automatically loading in the hopes of obsoleting GENERIC one day.
