The Id line is normally at the bottom of the main comment block in the
man page, separated from the rest of the manpage by an empty comment,
like so;

If the immediately preceding comment is a @(#) format ID marker than the
the $Id$ will line up underneath it with no intervening blank lines.
Otherwise, an additional blank line is inserted.

This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.
Boy, I'm glad we're not using sup anymore. This update would have been
insane otherwise.
disables the ability to interactively select a new tty. I have also
removed a check for uid == 0 because it gets in the way of using suid
mode based access control. Watch (8)is only runnable by root, so this
does not really change things much.
