Paul Traina	1a61aeb8dd	Enhance TACACS+ library to fully support authorization requests in ... addition to existing authentication. No change to the existing APIs to preseve both binary and API compatibility, so I am not inclined to bump the library version number unless someone thinks this is necessary.
