Hartmut Brandt 9c1f3ca3cf Make the tests runnable on a read-only src. To do this you must make sure that you create one of the object directories make knows (see make(1)). This uses the -C flag, so add a test that checks that make actually accepts -C. Also fix the test that selects csh via the .SHELL target to work for tcsh users too. $FreeBSD$

This directory tree contains tools used for the maintenance and
testing of FreeBSD.  There is no toplevel Makefile structure since
these tools are not meant to be built as part of the standard system,
though there may be individual Makefiles in some of the subdirs.

Please read the README files in the subdirs for further information.
