Peter Wemm 6361f125fb Import cvs-1.11.2.1 as of 2002/12/01 onto vendor branch. This fixes all 
of the bugs that I know of.  We've been running a slightly older version
of this on freefall/repoman, where it was afflicted by a silly merge error
on my part (fixed).

This subdirectory formerly contained tools that can be used with CVS.
In particular, it used to contain a copy of pcl-cvs version 1.x.
Pcl-cvs is an Emacs interface to CVS.

If you are looking for pcl-cvs, we'd suggest pcl-cvs version 2.x, at:
    ftp://ftp.weird.com/pub/local/

They also have much information about CVS tools more generally.
