Ed Maste 7576679986 Add WITH_/WITHOUT_CLEAN option to replace NO_CLEAN This allows use of the standard src.conf configuration for controlling whether the tree is cleaned before build or not. The default is still to clean. Setting either NOCLEAN or NO_CLEAN will mention the new src.conf option. NOCLEAN remains a .warning, while for now NO_CLEAN is .info. This directory tree contains tools used for the maintenance and
testing of FreeBSD.  There is no toplevel Makefile structure since
these tools are not meant to be built as part of the standard system,
though there may be individual Makefiles in some of the subdirs.

Please read the README files in the subdirs for further information.
