Marcin Wojtas ab53b2929f Enable UART support for Xilinx Ultrascale+ SoCs
Xilinx Ultrascale+ are based on Cortex-A53 and use existing
UART driver (uart_dev_cdnc). Enable it in arm64 GENERIC config.
