Renumber cluase 4 to 3, per what everybody else did when BSD granted them permission to remove clause 3. My insistance on keeping the same numbering for legal reasons is too pedantic, so give up on that point. The mechanism for checking for password file modifications requires that

the modification time of the password file changes.

This means that in a default configuration where file system timestamps

are not calculated with sub-second precision,

Non-interactive editor scripts should invoke

or equivalent to ensure this happens.
