Brooks Davis 3b073d2ee5 tools/build: Always bootstrap (sys/)bitstring.h Older, supported FreeBSD versions lack bit_ntest() so hoist the boostrap installation out of the OS!=FreeBSD case and always install it. A more precise criteria is possible, but would add little value. This fixes bootstrapping makefs as a build tool on 13.1. This directory tree contains tools used for the maintenance and
testing of FreeBSD.  There is no toplevel Makefile structure since
these tools are not meant to be built as part of the standard system,
though there may be individual Makefiles in some of the subdirs.

Please read the README files in the subdirs for further information.
