Warner Losh fbbd9655e5 Renumber copyright clause 4
Renumber cluase 4 to 3, per what everybody else did when BSD granted
them permission to remove clause 3. My insistance on keeping the same
numbering for legal reasons is too pedantic, so give up on that point.

determines the amount of processor time used since the invocation of the
calling process, measured in

of a second.

The
.Fn clock
function returns the amount of time used unless an error occurs, in which
case the return value is \-1.

The
.Fn clock
function conforms to
.St -isoC .
However,
.St -susv2
requires
.Dv CLOCKS_PER_SEC
to be defined as one million.

does not conform to this requirement;
changing the value would introduce binary incompatibility
and one million is still inadequate on modern processors.
