Matthew N. Dodd 906cf7526c - Convert the 'hfa' ATM interface driver to newbus.
- Add stubs for EISA and SBUS cards.
  (VME, FutureBUS, and TurboChannel stubs not provided.)
- Add infrastructure to build driver and bus front-end modules.
