Jeff Roberson 67d0e29304 Replace OBJ_MIGHTBEDIRTY with a system using atomics. Remove the TMPFS_DIRTY 
flag and use the same system.

This enables further fault locking improvements by allowing more faults to
proceed with a shared lock.
