kris aa3b9a47a8 Repair a broken conflict resolution in r1.2 which had the effect of nullifying the login_cap and login.access checks for whether a user/host is allowed access to the system for users other than root. This directory is for the EXACT same use as src/contrib, except it
holds crypto sources.  It is the result of an old USA law, which
made these sources export controlled, so they had to be kept seperate.
