This basically adds makes use of the C99 restrict keyword, and also adds some 'const's to four threading functions: pthread_mutexattr_gettype(), pthread_mutexattr_getprioceiling(), pthread_mutexattr_getprotocol(), and pthread_mutex_getprioceiling.
