Warner Losh 4d846d260e spdx: The BSD-2-Clause-FreeBSD identifier is obsolete, drop -FreeBSD
The SPDX folks have obsoleted the BSD-2-Clause-FreeBSD identifier. Catch
up to that fact and revert to their recommended match of BSD-2-Clause.

Set a time threshold for logging shutdown-time events in milliseconds.
An event is ignored
if the time difference to the previous event is less than
the threshold value.
