Sean Bruno a3afd05ce4 Use the buildworld includes and defaults when building pkt-gen. This will mean that you need a world built to reliably build pkg-gen but this keeps the build from failing when your source doesn't match your host running version, e.g. building 12 on 11. This directory tree contains tools used for the maintenance and
testing of FreeBSD.  There is no toplevel Makefile structure since
these tools are not meant to be built as part of the standard system,
though there may be individual Makefiles in some of the subdirs.

Please read the README files in the subdirs for further information.
