again by adding WITH_RCS knob in src.conf.
Otherwise, GNU rcs is available from packages:
- rcs: Latest GPLv3 GNU rcs version.
- rcs57: Copy of the latest version of GNU rcs (GPLv2) from base.

The backup_uses_rcs functionality has been removed from rc.subr.
