Implement the missing <wctype.h> functions: isw*() (iswalnum() etc.),

towlower() and towupper() required by ISO C90 Amd. 1.

iswascii(), iswhexnumber(), iswideogram(), iswnumber(), iswphonogram(),
iswrune() and iswspecial() have also been implemented for consistency
with the BSD extensions in <ctype.h>.
