Add TSO support on VLANs. Intentionally separated IFCAP_VLAN_HWTSO

Browse Source 
from IFCAP_VLAN_HWTAGGING. I think some hardwares may be able to
TSO over VLAN without VLAN hardware tagging.
Driver changes and userland support will follow.
