- canonical function declaration

Browse Source 
- don't exit. It's bad form for libc to exit() or abort() instead of
  returning an error.
- only use loopback addresses after checking the real interfaces.

Obtained from: a diff of FreeBSD vs. OpenBSD/NetBSD rpc code.
