Implement print_hex_dump(), print_hex_dump_bytes() and
printk_ratelimited() in the LinuxKPI. While at it fix the inclusion guard of printk.h to be similar to the rest of the LinuxKPI header files. MFC after: 1 week Sponsored by: Mellanox Technologies
