6d249eee27 Remove single-space hard sentence breaks. These degrade the quality 
of the typeset output, tend to make diffs harder to read and provide
bad examples for new-comers to mdoc.

f5749a8265 Intoduce a new make.conf entry, NO_MAKEDEV, and modifications to 
/etc/Makefile so that if it is defined, MAKEDEV all is not called
during a make distribution.  This helps clean up the messy userland
in jail(), by reducing the number of devices exposed in jail.
Modifications to jail(2) to follow.

9e4be63dd6 Add ${DEBUG_FLAGS} to CFLAGS in bsd.kmod.mk, not in scattered module 
makefiles.  Bad examples in fxp/Makefile keep getting copied to new
makefiles.
