35fe659d58 Use -mdoc properly. 
Delete lots of out-of-date text.
Write new text to replace some of the old text.  BDE will need to inspect
the results for accuracy.

19851e4b7f Always link /usr/lib/c++rt0.o into a shared library. CPLUSPLUSLIB is no 
longer necessary, and can be removed from Makefiles.

8e1b33e6ff Go to orthogonal naming scheme for those hosts that support it. 
Remove some information in the process, but I'm trying to make this
as transparent as possible so that regions can move site names around
as ftp servers are created or go offline.
