arc_summary: Make get_descriptions per platform
Linux uses modinfo to get tunables descriptions, FreeBSD has to use
sysctl.

Move the existing function definition so it is defined that way on
Linux, and add a definition in terms of sysctl for FreeBSD.

OpenZFS is an advanced file system and volume manager which was originally developed for Solaris and is now maintained by the OpenZFS community. This repository contains the code for running OpenZFS on Linux and FreeBSD.
