Ruslan Ermilov dee651eb15 Introduce the PRECIOUSPROG knob in bsd.prog.mk, similar
to PRECIOUSLIB from bsd.lib.mk.  The side effect of this
is making installing the world under jail(8) possible by
using another knob, NOFSCHG.
