Jordan K. Hubbard 1130b656e5 Make the long-awaited change from $Id$ to $FreeBSD$ This will make a number of things easier in the future, as well as (finally!) avoiding the Id-smashing problem which has plagued developers for so long. Locale name string format must be compliant with XPG3 and
using following format.
	<locale name>   ::= <language>_<territory>.<encoding>
	<language>      ::= based on ISO 639
	<territory>     ::= based on ISO 3166 (country code)
	<encoding>      ::= "EUC", "KOI8-R", ...
