Ulrich Spörlein 423102c6fa Flesh out WITHOUT_GROFF support to DTRT. A full featured groff is required during buildworld, so build it always and don't rely on it being present on the host system. vgrind(1) is tightly coupled to a roff processor and will not be built/installed when groff is disabled. This directory tree contains tools used for the maintenance and
testing of FreeBSD.  There is no toplevel Makefile structure since
these tools are not meant to be built as part of the standard system,
though there may be individual Makefiles in some of the subdirs.

Please read the README files in the subdirs for further information.
