Peter Grehan 6e616e4f4b Make sure the 'Always-one' bit is always set to one, ...

in the first byte of the 3-byte mouse data report.
Plan9/9front requires this.

Switch over to using #defines for the data report bits.

Verified no regression on Win10/Fedora-live.
