Brooks Davis 7351a8bdb5 Make vadvise compat freebsd11. ...

The vadvise syscall (aka ovadvise) is undocumented and has always been
implmented as returning EINVAL.  Put the syscall under COMPAT11 and
provide a userspace implementation.
