John Baldwin cf8cdda37c Move vm_domain_rr_selectdomain() under #ifdef VM_NUMA_ALLOC. 
The function had a null function body in the !VM_NUMA_ALLOC case but
also wasn't called in the !VM_NUMA_ALLOC case.
